「コントラ」とは、あつい　とうこんと　ゲリラせんじゅつの　そしつを　まつ、さいきょうの　とうしの　こしょうである。

English

"Contra" is the name of the strongest fighters who have the hot fighting spirit and character of the art of guerilla warfare.

魂斗羅 is an instance of ateji, the phenomenon of using kanji for their readings.

である is a formal form of だ.

This sentence is a little difficult to parse. The entire phrase 熱い闘魂とゲリラ戦術の素質を持つ modifies the phrase 最強の闘士, whereas in English we would state these in reverse order (as we have in the translation).
